NIH science projects in jeopardy from government shutdown.

From ScienceMag:
With a possible government shutdown only a few days away, the National Institutes of Health (NIH) appears to be ready to send in a skeleton staff to care for patients and maintain animals and experiments at the agency's Bethesda, Maryland, campus. But accompanying the plans is a strange sense of secrecy.

As lawmakers and the Obama Administration continue to clash over the depth of budget cuts, leaders are now acknowledging that the federal government could shut down Monday barring another stopgap measure to fund government operations for a fiscal year that began last October. University-based scientists may not notice at first, as temporarily closing the offices that distribute most of NIH's $31 billion budget to outside investigators won't immediately affect these extramural grants. But about 10% of the agency's budget goes to its intramural program, which has over 1000 principal investigators (PIs), 4000 postdocs, hundreds of labs, animal facilities, and many clinical studies. Much of this can't just shut down and be left unattended.

NIH Deputy Director for Intramural Research Michael Gottesman e-mailed ScienceInsider yesterday that each of NIH's 27 institutes and centers is identifying people who would be "excepted" from the shutdown. That includes clinical staff; fire, security, and animal care personnel; and a few employees "who are protecting research investments."

But the details are sketchy. Any public discussion of the contingency plans is forbidden "for political reasons," says one high-level official, explaining that the government can't look like it's preparing for a shutdown. Even internal e-mails are now verboten, this source said; instead, planning has been done the old-fashioned way, by word of mouth.

That said, "there seems to be a coherent plan," a lab chief said. A few months ago, PIs submitted lists of essential personnel, including most physicians, animal caretakers, and others who will maintain experiments or cell lines that can't be shut down. The numbers ScienceInsider heard ranged from 50% of a group that does nonprimate work and clinical trials to just 10% of one institute's entire intramural program. But there's no word whether those lists have been approved.

The uncertainty is stressful, says one PI, who was allowed to designate only himself and one other lab member to maintain lab animals and cell cultures for a pause of indefinite length. "A great deal of treasure will be lost if this shutdown happens" because experiments may be damaged, he predicted.

Although government shutdowns are not uncommon, most recently in late 1995 and early 1996, the culture seems different this time around. While in the past many people, especially postdocs, came into work and were eventually paid, this time, "the impression I have is that you will have to show you're on some list" to enter a building, one lab chief said. Another investigator was told there will be fines for violators. This time, NIH staff members aren't even supposed to log into e-mail from home, a source said.

New Alabama governor wants all constituents to be born again.

From the Daily Mail:
The newly-inaugurated governor of Alabama caused controversy at a church meeting with an evangelical speech declaring that people who had 'not accepted Jesus as their saviour' are not his brothers and sisters.

Speaking to the congregation at Dexter Avenue King Memorial Church just moments after his official inauguration ceremony on Tuesday, Robert Bentley made comments which were later described by The Anti-Defamation League as 'shocking'.

Bentley told the crowd in Birmingham that he considered anyone who believed in Jesus to be his brothers and sisters regardless of color, but anyone who isn't a Christian doesn't have that same relationship to him.

He said: 'Anybody here today who has not accepted Jesus Christ as their savior, I'm telling you, you're not my brother and you're not my sister, and I want to be your brother.

'If the Holy Spirit lives in you that makes you my brothers and sisters.

'Anyone who has not accepted Jesus, I want to be your brothers and sisters, too.'

He made the speech in Birmingham, Alabama, the home of Martin Luther King's campaign for civil rights with the Southern Christian Leadership Conference in 1963.

The Anti-Defamation League, which fights discrimination against Jewish people, said it sounded as if Bentley was using the office of governor to advocate for Christian conversion.

'If he does so, he is dancing dangerously close to a violation of the First Amendment of the U.S. Constitution, which forbids government from promoting the establishment of any religion,' said Bill Nigut, the ADL's regional director.

'His comments are not only offensive, but also raise serious questions as to whether non-Christians can expect to receive equal treatment during his tenure as governor.'

Ashfaq Taufique, president of the Birmingham Islamic Society, said he wasn't sure how Bentley's remarks were intended.

'Does it mean that those who according to him are not saved are less important than those who are saved?' said Taufique.

'Does he want those of us who do not belong to the Christian faith to adopt his faith?

'That should be toned down. That's not what we need.

'If he means that, I hope he changes it. We don't want evangelical politicians. They can be whatever in their private life.'

GOP risking nuclear annihilation to screw Obama.

From Yahoo! News:
LISBON, Portugal – President Barack Obama appealed Saturday to Republicans in the U.S. Senate to stop blocking a nuclear arms pact with Moscow, saying failure to soon ratify it could jeopardize improving relations with Russia and send a mixed signal to Iran about the strength of the international front against its nuclear program.

He blamed the supercharged partisan climate in Washington for the delay and said inaction on the pact would leave "a partner hanging" at a time of better cooperation among the United States, its NATO partners and Russia.

Obama said European allies at the NATO summit told him that the stalled treaty is critical to U.S.-European security. He talked with reporters after the 28-nation alliance met with Russian President Dmitry Medvedev.

Obama used his weekly radio and Internet address to press his case, noting that Russia had voted with the U.S. and other allies to impose the latest round of U.N. penalties against Iran over its nuclear program. Russia is a partner with Iran in a civilian nuclear power project and generally has been less concerned than the U.S. that Iran may be hiding a bomb program.

Obama suggested Republican senators standing in the way of the pact with Russia were abandoning Ronald Reagan's lesson of nuclear diplomacy: "Trust but verify."

The treaty would limit each country's stockpile of nuclear warheads to 1,550, down from the current level of 2,200, bringing the arsenals to a level last seen in the 1950s. It would replace the 1991 Strategic Arms Reduction Treaty, or START I, which expired last December.

Republicans led by U.S. Sen. Jon Kyl of Arizona say they won't consider it until the Obama administration budgets adequate money for the nation's nuclear arsenal and the laboratories that oversee them. Kyl says he needs assurances that the remaining nuclear arsenal is modernized and effective.

The administration has pledged $85 billion to maintain the nuclear arsenal over the next 10 years, in an attempt to address Kyl's concerns. But Democrats might be less willing to go along with that plan if Republicans stall the treaty.

Obama planning $60 billion arms deal with Saudi Arabia.

From Raw Story:
US President Barack Obama's administration will soon notify Congress of plans to offer advanced military aircraft to Saudi Arabia in a deal worth up to 60 billion dollars, congressional sources said Monday.

The officials, speaking on condition of anonymity because the transaction has not yet been formally announced, confirmed a Wall Street Journal report about the deal but warned that key US lawmakers would block the move.

"You can fully expect that a hold will be placed on this deal," thought to be the largest ever arms sale of its kind, said a senior congressional source.

"There is serious concern about some sensitive material which is expected to be included in the deal," said another source, who told AFP that Obama aides would brief congressional staff on the deal on Monday.

A "hold" would come from the chair or ranking member of the House Foreign Affairs Committee or Senate Foreign Relations Committee, which typically must sign off on arms transfers, and could change what is in the package.

The Journal, which cited unnamed officials, said the administration was also in talks with the kingdom about potential naval and missile-defense upgrades that could be worth tens of billions of dollars more.

The administration sees the sale as part of a broader policy aimed at shoring up Arab allies against Iran, the report said.

The 60 billion dollars in fighter jets and helicopters is the top-line amount requested by the Saudis, even though the kingdom is likely to commit initially to buying only about half that amount, the paper said.

In its notification to Congress, expected to be submitted this week or next, the administration will authorize the Saudis to buy as many as 84 new F-15 fighters, upgrade 70 more, and purchase three types of helicopters -- 70 Apaches, 72 Black Hawks and 36 Little Birds, The Journal said.

Belgium imploding.

Our waffles may never be the same... From Raw Story:
BRUSSELS — A top Belgian politician warned the country's citizens on Sunday to "get ready for the break-up of Belgium," as King Albert II seeks to relaunch knife-edge coalition talks.

Leading francophone Socialist Laurette Onkelinx, considered a potential successor to party chief Elio Di Rupo, who gave up on negotiations with separatist Flemish leaders on Friday, gave her prognosis in a newspaper interview.

"Let's hope it doesn't come to that because if we split, it will be the weakest who will pay the heaviest price," she told La Derniere Heure. "On the other hand, we can no longer ignore that among a large part of the Flemish population, it's their wish.

"So yes, we have to get ready for the break-up of Belgium. Otherwise we're cooked.

"When I look at the letters I receive, loads of people think it's possible. (Our) politicians have to be prepared," underlined the current caretaker federal minister for health and social affairs.

Albert II tasked late on Saturday the respective speakers of Belgium's French-speaking Wallonia and Dutch-speaking Flanders state parliaments to try once more to navigate seven-party talks aimed at securing some form of government, other than the existing day-to-day formation.

That came after seven weeks of efforts by Di Rupo, who says that the biggest Flemish party, the independence-minded New Flemish Alliance (N-VA), rejected the widest set of concessions towards full autonomy for Flanders in Belgium's tortured recent history.

Belgium, which holds the rotating presidency of the European Union until the end of the year, adding a further layer to the pressure on the sovereign, has not been able to point to a stable government since June 2007.

US toll passes 1,000 deaths in Afghanistan.

A sad milestone and a reminder that we're in the midst of two wars. From Army Times:
KABUL, Afghanistan — The American military death toll in Afghanistan reached 1,000 at a time when President Obama’s strategy to turn back the Taliban is facing its greatest test — an ambitious campaign to win over a disgruntled population in the insurgents’ southern heartland.

More casualties are expected when the campaign kicks into high gear this summer. The results may determine the outcome of a nearly nine-year conflict that became “Obama’s war” after he decided to shift the fight against Islamist militancy from Iraq to Afghanistan and Pakistan, where Afghan insurgents find sanctuary.

The grim milestone was reached in a roadside bombing just before the Memorial Day weekend.

The NATO statement did not identify the victim or give the nationality of the service member killed Friday in southern Afghanistan. U.S. spokesman Col. Wayne Shanks said the trooper was American — the 32nd U.S. war death this month by an Associated Press count.

Already the new focus on the once-forgotten Afghan war has come at a heavy price. More than 430 of the U.S. dead were killed after Obama took office in January 2009. The number of U.S. troops in Afghanistan has now surpassed the total in Iraq — roughly 94,000 in Afghanistan compared with 92,000 in Iraq, where the war is winding down.

What does the health care bill mean to you?

Washington Post has a neat interactive feature that quickly tells you how health care reform will affect your coverage and taxes.

Check it out here.

For most of us, it'll have no affect. Except in turning us Communist.

House passes huge college aid bill.

Almost lost in the health care coverage, the House also passed the biggest education legislation since No Child Left Behind. From Huffington Post:
Riding the coattails of a historic health care vote, the House on Sunday also passed a broad reorganization of college aid that affects millions of students and moves President Barack Obama closer to winning yet another of his top domestic policies.

The bill rewrites a four-decades-old student loan program, eliminating its reliance on private lenders and uses the savings to direct $36 billion in new spending to Pell Grants for students in financial need.

In the biggest piece of education legislation since No Child Left Behind nine years ago, the bill would also provide more than $4 billion to historically black colleges and community colleges.

The bill was paired with the expedited health care bill, a marriage of convenience that helped the prospects of each measure. That combined measure passed 220-211.

"We are pairing this historic health reform with another opportunity that cannot be missed – the chance to make the single largest investment in college affordability ever at no cost to the taxpayers," said Rep. George Miller, D-Calif.

Investigation reveals that ACORN were set up.

Small, buried item today. From NY Post, item in full:

The video that unleashed a firestorm of criticism on the activist group ACORN was a "heavily edited" splice job that only made it appear as though the organization's workers were advising a pimp and prostitute on how to get a mortgage, sources said yesterday.

The findings by the Brooklyn DA, following a 5½-month probe into the video, secretly recorded by conservative provocateurs James O'Keefe and Hannah Giles, means that no charges will be filed.

Many of the seemingly crime-encouraging answers were taken out of context so as to appear more sinister, sources said.

GOP distancing itself from racist, homophobic colleague who started "Muslim Obama" rumor.

This guy's a real nutjob. From CBS News:
The Republican Party is shunning a perennial political candidate, this time running for an Illinois Senate seat, after he launched a political attack ad questioning the sexuality of his main Republican primary opponent.

Candidate Andy Martin launched a radio ad on Monday against Rep. Mark Kirk (R-Ill.), the current frontrunner for the GOP nomination in the 2010 Illinois Senate race. The ad calls into question Kirk's sexuality. Martin claims Kirk "lives in some kind of 'Animal House' in Washington with another gay congressman," reports CBS 2 Chicago.

Martin says his ad is based on a "solid rumor on the Internet," CBS 2 reports. The attack is the latest of many over-the-top claims from Martin, yet WBBM Newsradio 780 is required to run the ad because it cannot censor political advertising.

The Illinois Republican Party released a statement condemning Martin and his ad.

"His statements today are consistent with his history of bizarre behavior and often times hate-filled speech, which has no place in the Illinois Republican Party," the statement said. "Mr. Martin will no longer be recognized as a legitimate Republican Candidate by the Illinois Republican Party."

Martin, who has run for political office several times, was convicted of attacking two photographers in Florida, CBS 2 Chicago reports, and was denied admission to the Illinois Bar for "moderately severe character defect." He reportedly once ran for Congress to "eliminate Jew power in America."

In a bid for the presidency in 1999, Martin ran a television ad in New Hampshire contending that his opponent George W. Bush "had a cocaine problem" and suffered from "alcohol abuse," the Chicago Tribune reports. He also reportedly attacked Barack Obama in the 2008 presidential election, claiming he is a Muslim and questioning whether he is a U.S. citizen.

How China wrecked the Copenhagen climate deal and blamed Obama.

A must read from The Guardian:

Copenhagen was a disaster. That much is agreed. But the truth about what actually happened is in danger of being lost amid the spin and inevitable mutual recriminations. The truth is this: China wrecked the talks, intentionally humiliated Barack Obama, and insisted on an awful "deal" so western leaders would walk away carrying the blame. How do I know this? Because I was in the room and saw it happen.

China's strategy was simple: block the open negotiations for two weeks, and then ensure that the closed-door deal made it look as if the west had failed the world's poor once again. And sure enough, the aid agencies, civil society movements and environmental groups all took the bait. The failure was "the inevitable result of rich countries refusing adequately and fairly to shoulder their overwhelming responsibility", said Christian Aid. "Rich countries have bullied developing nations," fumed Friends of the Earth International.

All very predictable, but the complete opposite of the truth. Even George Monbiot, writing in yesterday's Guardian, made the mistake of singly blaming Obama. But I saw Obama fighting desperately to salvage a deal, and the Chinese delegate saying "no", over and over again. Monbiot even approvingly quoted the Sudanese delegate Lumumba Di-Aping, who denounced the Copenhagen accord as "a suicide pact, an incineration pact, in order to maintain the economic dominance of a few countries".

Sudan behaves at the talks as a puppet of China; one of a number of countries that relieves the Chinese delegation of having to fight its battles in open sessions. It was a perfect stitch-up. China gutted the deal behind the scenes, and then left its proxies to savage it in public.

Iran puts three US hikers on trial for espionage.

Bill Clinton, do your thing! From BBC:
Iran is to put on trial three US citizens who crossed into Iran while hiking in Iraq, Iranian Foreign Minister Manouchehr Mottaki has said.

He did not specify any charges but the three young American friends, who were detained in July, have been accused of entering Iran illegally.

Iranian officials have also alleged that Shane Bauer, Sarah Shourd and Josh Fattal were spying.

Their families say they were hiking and strayed across the border accidentally.

They say the spying allegations are "entirely at odds with the people Shane, Sarah and Josh are and with anything that Iran can have learned about them since they were detained".

The United States government has said there is "no evidence to support any charge whatsoever" and called for their release.

'Deliberate provocation'

Mr Mottaki told a news conference that "interrogation of the three Americans who have illegally entered Iran with suspicious aims is ongoing".

"They will be put on trial by the judiciary and rulings will be made," he said in comments broadcast on state television.

Obama speechless by reaction to bow.

I don't buy it. Clearly, our president was bowing to our new Gundam Mobile Suit Command overlords. From CBS News:
President Obama's bow to Japan's Emperor Akihito in Tokyo earlier this month ignited anger from some conservatives who complained, in the words of blogger Donald Douglass, that the United States "now willingly prostrates itself before the rest of the world."

Now the president is responding – kind of. The Atlantic quotes "a US government official who was on the trip" who says the president was left "speechless" by the controversy.

"Obama's attitude was, this is an elderly gentleman in a country where this kind of greeting is customary," said the official. "It does not seem extraordinary to show this kind of gesture to him."

"The Fox News poll said that 67 percent of Americans thought [the bow] was a good thing for him to have done," the official continued. "When the president heard that some people had complained, I'd characterize his reaction as: The notion that the United States is somehow humbling or humiliating itself by showing respect for a local custom, when it is transparently the most powerful country in the world, leaves me speechless."

House cuts work week to 2 1/2 days.

I guess when you factor in blogging and Lexulous, we all only work 2 1/2 days a week anyway. From Raw Story:
In theory, the best job in American politics is the President of the United States.

But the president's now got some competition: House Representative. The Democratic-led House -- in the middle of the biggest healthcare fight in a generation -- has now trimmed their workweek to just two and a half days, leaving members of Congress plenty of time to ski or play golf.

House Majority Leader Steny Hoyer (D-MD) promised after the Democrats won the House in 2006 and then after Obama's election this year that the House would hold longer workweeks. But as the fall of 2009 wanes, the House has taken to starting on Tuesdays at 6:30 pm and adjourning "before the sun goes down" on Thursdays.

Spain liberalizes abortion law.

From BBC News:
Spain's socialist government has formally unveiled plans to liberalise the country's abortion law.

Under the proposal approved by the cabinet, abortion would be made available on demand for the first time.

Girls as young as 16 would be allowed to terminate a pregnancy without parental consent.

Ministers say it is about "rights and respect" for women. The conservative opposition says young people may see abortion as a form of contraception.

Spain's current law allows a pregnancy to be terminated in three circumstances - in the aftermath of a rape, when a foetus shows genetic defects, and when the health of the pregnant woman is at risk.

The government's proposal is that abortion should be made available on demand during the first 14 weeks of a pregnancy.

Former GOP lawmaker charged with murder.

Clearly, this is ACORN's fault. From Huffington Post:
Lexington police charged former Kentucky lawmaker Steve Nunn with murder Monday in the death of his ex-girlfriend.

Nunn, 56, was also charged with violation of a protective order. Lexington police said warrants were served on Nunn after he was taken Monday to the Hart County jail.

Nunn had been under guard at The Medical Center of Bowling Green since Friday, the same day Amanda Ross, 29, a Department of Insurance employee, was shot to death outside her Lexington town house.

Authorities found Nunn hours after the shooting at the Cosby cemetery in Hart County with what appeared to be self-inflicted wrist wounds. Nunn's father, former Gov. Louie Nunn, and mother are buried in the cemetery.

Nunn also faces six counts of wanton endangerment for allegedly brandishing a .38-caliber handgun when he was found at the cemetery, about 95 miles southwest of the scene of the shooting.

Nunn ran unsuccessfully for the Republican gubernatorial nomination in 2003. He lost a bid for re-election to the state House in 2006 after 15 years as a state representative.

He returned to state government in 2007 as deputy secretary of the Cabinet for Health and Family Services, but was put on administrative leave in February after being charged with domestic violence for allegedly striking Ross. He resigned in March.

Nixon gave Ted Kennedy bodyguards -- to spy on his personal life.

From the Guardian via Truthout:
Washington - Richard Nixon considered Ted Kennedy such a threat that he tried to catch him cheating on his wife, even ordering aides to plant secret service bodyguards to spy on the senator's behaviour.

"Do you have anybody in the secret service that you can get to?" the US president asked his aide John Ehrlichman in a stark series of Oval Office conversations about Kennedy before the 1972 election. "Yeah, yeah," Ehrlichman replied.

"Plant one," Nixon said. "Plant two guys on him. This could be very useful."

Nixon made clear that the secret service protection afforded Kennedy before the 1972 election would be rescinded after. Then, said the president, "if he gets shot, it's too damn bad". His aides disdainfully referred to Kennedy supporters as "super-swinger jet-set types".

Tape recordings from the Nixon White House betray a preoccupation with the Kennedy mystique and how that might be used against the Republican president by the last surviving brother, who died on Tuesday aged 77. Nixon wanted a sharp and private eye kept on Kennedy's movements after the Chappaquiddick scandal, hoping to catch him with a woman other than his wife, Joan.

Nixon's men had investigators tail Kennedy on a Hawaii vacation and when he was at his Martha's Vineyard haunts.

Mortified, they told Nixon that Joan Kennedy wanted to wear "hot pants" to a White House function until her husband talked her out of it. But Ted's behaviour? In the aftermath of his scandal he was careful not to step out of line, the tapes suggest.
